This is from “The Tabu Tale“, a Just So Story about Taffy and her Daddy  published in 1903  a year after the main collection.  it follows “How the Alphabet was made”” and “How the First Letter was written”.

It is concerned with the rules and penalties that can be  used for governing behaviour  within families and within tribes, ancient or modern.
